JAMB Tops ICPC’s 2024 Ethics and Integrity Scorecard: A Model for Accountability in Nigeria

The Joint Admissions and Matriculation Board (JAMB) has emerged as the top-performing government agency in the Independent Corrupt Practices and Other Related Offences Commission (ICPC) 2024 Ethics and Integrity Compliance Scorecard (EICS). Alongside the Nigerian Railway Corporation (NRC) and the Nigerian Bulk Electricity Trading Plc (NBET), JAMB showcased outstanding commitment to transparency, ethical governance, and anti-corruption standards.

In the 2024 assessment, JAMB scored 89.75%, placing it at the top of the rankings. The Nigerian Railway Corporation (NRC) followed closely with 89.33%, while the Nigerian Bulk Electricity Trading Plc (NBET) secured 88.73%. These scores highlight the agencies’ dedication to maintaining transparency in their operations and ensuring compliance with ethical standards.

In contrast, several institutions scored zero points on the scorecard, highlighting a concerning lack of adherence to governance and ethical practices. Among these were the Supreme Court of Nigeria, Nigeria Press Council (NPC), Legal Aid Council (LAC), National Hajj Commission of Nigeria (NAHCON), and the Federal Civil Service Commission (FCSC). The education sector also had poor-performing institutions, including the Federal University of Agriculture, Umudike, Federal Polytechnic Ede, and University of Ibadan.

The ICPC’s 2024 assessment covered 330 Ministries, Departments, and Agencies (MDAs) across Nigeria. The evaluation focused on critical areas such as governance practices, financial auditing processes, ethics policies, and whistle-blowing mechanisms. The findings revealed several recurring gaps in many MDAs, including the absence of whistle-blower policies, lack of strategic plans, and ineffective stock verification systems. Additionally, many agencies failed to submit timely financial and audit reports or conduct internal system reviews.
